Executive, Quantity Surveyor

The QS Executive will support the project team in cost control, contract administration, procurement, valuation, and progress reporting to ensure projects are delivered on time, within budget, and in compliance with contractual and regulatory requirements.
 
 
Responsibilities 
 
Pre-Contract / Tender Support
Assist in quantity take-off, BOQ preparation, and cost estimation from design drawings and specifications.
Support tender clarifications, vendor quotations, and comparative analysis.
Contribute to value engineering and cost benchmarking to optimize project budgets.
 
Post-Contract / Cost Control
Prepare and update cost plans, budget trackers, and cash flow forecasts.
Maintain cost-to-complete, commitment registers, and variation/change logs.
Monitor site progress vs. budget, flagging risks early and proposing corrective actions.
 
Procurement & Subcontract Administration
Draft and issue RFQs, LOAs/LOIs, and subcontract agreements per company standards.
Conduct commercial evaluation of bids and support negotiations with suppliers/subcontractors.
Track deliverables, rates, bonds/insurances, and compliance documents.
 
Valuation, Claims & Payment
Prepare monthly progress valuations and interim payment applications.
Validate and certify subcontractor progress claims against site measurement.
Support variation order preparation, EOT claims (cost impacts), and final accounts settlement.
 
Contract & Compliance
Ensure adherence to contract conditions and project-specific terms.
Maintain accurate commercial records, correspondence, and contractual notices.
Liaise with consultants and client on commercial/contractual matters.
 
Stakeholder Collaboration
Work closely with Project Managers, Site Engineers, Planning, Legal and Finance.
Attend site meetings, contribute to weekly/monthly reports, and support audits.
Provide commercial input for risk registers and project review meetings.
 
 
Qualification, Experience & Skills
Diploma or Bachelor’s degree in Quantity Surveying, Construction Management, or related field.
1–4 years of relevant QS experience (fresh graduates with internships considered).
Familiarity with Malaysian construction standards and contract forms
Excellent communication and interpersonal skills.
Ability to work independently and as part of a team.
Proficiency in MS Excel, MS Word, and exposure to AutoCAD is an advantage.
Knowledge of procurement, contract law basics, claims, variation and final account procedures
